Three Resolutions were adopted at the 16th World Council of YMCAs, held in South Africa, July 2006. The Resolutions deal with working with vulnerable children and youth, developing the notion of global citizenship, and the Global Operating Plan for movement strengthening.

The group proposes that the World Movement of YMCAs adopt a rights-based approach in the development, support and implementation of public policies, programs and activities for promoting the survival, development, protection and participation of children and adolescents.
Guided by the convention the Rights of the Child, the Convention for the Elimination of Discrimination against Women (CEDAW) and the Millennium Development Goals and based on the Memorandum of Understanding signed by the YMCA and UNICEF, we recommend the establishment of an international YMCA network on Children and Adolescents' Rights to share experiences, best practices and expertise to help the movement become a strong partner in the defence and the promotion of children and adolescents' rights.
We recommend the World Alliance to consider the following priority actions:
· Recommend the World Alliance to encourage the design and the implementation of programmes to protect children against sexual, commercial exploitation, child labour, early marriages and sexual abuse.
· Recommend developing YMCA programs and activities specially designed to reach out to children and youth in rural areas and indigenous populations.
· Recommend National Movements to become members of already established national and international networks on children's rights and related issues.
· Recommend the World Alliance to launch a global campaign against child abuse, specifically on issues regarding sexual and commercial exploitation of children (could be related to the International Day Against Child Abuse on 19 November)
· Recommend that the Week of Prayer 2007 focus on children's rights.
The YMCAs presenting and supporting the Resolution commit themselves to promote and support the above-mentioned actions

In view of the intensifying process of globalisation with all its impacts on life, and bearing in mind the deliberations made collectively by the delegates of the 16th World Council, centred on the theme 'Ubuntu - striving together for life and peace', the proposers strongly recommend the World YMCA family to develop and promote the notion of 'Global Citizenship' through a deep sense of interconnectedness as common humanity with global responsibility, as a way of globalising the spirit of Ubuntu.
As is well known, the London YMCA - the first YMCA in its 160 year history - had been established as a relevant ecumenical response to the historical call of those days. That is to cope actively with the needs and aspirations of those young people amidst the 'industrial revolution', in the middle of the 19th century. Similarly, at the turn of the third millennium, the World YMCA is again called to respond to the aspirations of young people in the midst of globalisation with all its implications and consequences. We firmly believe it is time for the World YMCA to be awakened collectively towards a 'global consciousness', which is desperately needed to discern our times and to address the multiple crises facing humanity at this historical junction.The YMCA is thus under global ethical demand to become a vehicle to drive forward global citizenship and to nurture global citizens.
In this context, we recommend the incoming Executive Committee of the World Alliance to seriously consider the following:
· To set up a Task Force composed of relevant lay persons and staff members around the world movement, with the task of developing the concept of global citizenship and the strategy to put it into place.
· To explore the possibility of organising a 'World YMCA Forum on Global Citizenship' as a symbol of launching a world movement on global citizenship by July 2007.
Korea YMCA will commit itself to this historical task as a contribution to the world YMCA in various ways possible, including the provision of resources.
Further, we recommend that a programme be developed for young people to explore a variety of topics/modules related to good citizenship, which will be moderated/accredited.
Possible topics to be studied:
· Peace
· Conflict Resolution
· Fair Trade
· Climate Change/Environment
· Health
· Food Chain
· Respect
· Justice
· Mutuality of Interest
· The YMCA World-wide Family
There will be differing levels of study:
· Level 1 Beginners under 10 years old 30 hours
· Level 2 Intermediate 10-16 years old 60 hours
· Level 3 Advanced 16 years+ 100 hours
Members of the group are willing to offer their services in pursuit of this goal.
This YMCA programme has the potential for developing new life for the world YMCA family, building a better humanity, and transforming individual lives and communities.

Youth Council of YMCAs - South Africa - 2006 Introduction
We, the 200 delegates of this Youth Council of YMCAs, have gathered together in Durban, South Africa to ensure that we as young leaders can have the maximum impact on decision making at the World Council. We have discussed and analysed issues of global importance to the YMCA, such as HIV/AIDS, Gender Justice and Youth Leadership, to build common understanding and to prioritise for future action.We have agreed the following views, opinions and recommendations to present to World Council.Globalisation and global awarenessYounger leaders recognise globalisation as an important issue for all YMCAs, although it is clear that there are differing views about its meaning and impact. We hope that through raising awareness and engaging in dialogue, the YMCA will be able to better deal with the subject related to their local areas.
Recommendation no. 1 : We recommend that YMCA movements at a local, national and area alliance level promote dialogue about the impact of globalisation.Youth involvement in the GOPWe believe that communication should be improved to ensure better youth involvement and participation. As younger leaders, we are committed to promoting the GOP in our own regions, so we ask national movements to disseminate more information about the GOP to young people in order that they can take a full part in the development of future strategies. Younger leaders believe that the internet can be used greatly to improve this communication.
Recommendation no. 2 : Youth Council requests that the World Alliance website be modified to include an easily understandable and accessible area for young people to engage with the GOP. It is asked that this area include a discussion forum, case studies of projects and information on how to get involved including fundraising.LeadershipYounger leaders want to work towards ensuring that YMCAs are able to utilise the talents of younger people and women in the leadership of their organisations.
Recommendation no. 3 : Acknowledging that some movements need to integrate more young leaders and women into decision making bodies, we recommend that YMCAs at local, national and area alliance level ensure that structures and resources are provided for them to be an integral part of the decision making process and adopt a minimum participation level of at least 30% for younger leaders and 30% for women.
Recommendation no. 4 : It is requested that all YMCAs at local, national and area levels ensure that younger leaders and women are engaged in comprehensive and relevant leadership training, which provided to allow full and effective input.Youth Executive Committee and Youth CouncilThe Youth Council has been an amazing opportunity to come together to discuss the issues that affects all young people. Through the discussions, a number of important points were raised· Some of our YMCAs around the world have been struggling with communication amongst younger leaders· Younger leaders desire more time to discuss global issues together in order to come to a common mind on issues that affect all YMCAs· Younger leaders need to ensure that the learning from the Youth Council is communicated back to national movements to feed into the preparation process for the 2010 Youth Council.The following recommendations are made :
Recommendation no. 5 : A mechanism should be put into place to facilitate communication amongst younger leaders at a local, national and international level, for example, through initiatives such as YTV and blogs.
Recommendation no. 6 : A mechanism should be put into place to allow the Youth Executive Committee to communicate effectively with YMCAs at local, national and area alliances.
Gender Justice
Young leaders recognise this as a key issue and want to reaffirm the statements made concerning Gender Justice in Challenge 21.
Recommendation no. 7 : We recommend that YMCA movements at a local, national and area alliance level promote dialogue about gender justice issues.
Peace and Reconciliation
Recommendation no. 8 : In the context of the movement strengthening strategy, we recommend that a focus be put on zones of conflict in order for the YMCA to take a role of active advocacy for peace and reconciliation.

Nosotros, los 200 delegados de este Consejo Juvenil de YMCAs, nos hemos reunido en Durban, Sudáfrica, para asegurarnos que, como líderes jóvenes, tendremos el máximo impacto en la toma de decisiones en el Consejo Mundial. Hemos discutido y analizado temas de importancia global para la YMCA, como HIV/SIDA, Justicia de Género y Liderazgo Juvenil, para construir una comprensión común y priorizar las acciones futuras.
Hemos acordado presentar las siguientes visiones, opiniones y recomendaciones al Consejo Mundial.
1.- Globalización y Conciencia Global
Los líderes jóvenes, reconocemos la globalización como un tema importante para todas las YMCAs, aunque es claro que hay diferentes visiones acerca de su significado e impacto. Nosotros esperamos que a través del aumento en la toma de conciencia y compromiso en el dialogo, la YMCA será capaz de manejar el tema de mejor forma en relación a su contexto local.
Recomendación Nº 1: Recomendamos que la YMCA a nivel local, nacional y regional promueva el dialogo acerca del impacto de la Globalización.
2.- Involucramiento juvenil en GOP
Creemos que la comunicación debe mejorarse para asegurar un mejor involucramiento y participación por parte de los jóvenes. Como líderes jóvenes, estamos comprometidos con promover el GOP en nuestras propias regiones, por lo que solicitamos a nuestros Movimientos Nacionales distribuyan mayor información acerca del GOP entre los jóvenes, para que ellos puedan tomar un lugar importante en el desarrollo de las futuras estrategias. Los líderes jóvenes creemos que internet puede ser usado intensamente para mejorar esta comunicación
Recomendación Nº 2: El Consejo Juvenil solicita que el sitio web de la Alianza Mundial sea modificado e incluya un espacio para jóvenes, con información más accesible y comprensible que permita que éstos se involucren en el GOP. Se requiere que este espacio incluya un foro de discusión, estudio de proyectos e información sobre la manera de mantenerse involucrado incluyendo además formas de generar recursos.
3.- Liderazgo
Los líderes jóvenes desean trabajar para asegurar que las YMCAs sean capaces de utilizar el talento de los jóvenes y las mujeres en el liderazgo de su organización.
Recomendación 3: Reconociendo que algunos Movimientos necesitan integrar más lideres jóvenes y mujeres en los espacios de decisión, recomendamos que las YMCAs a nivel local, nacional y regional aseguren que se les provea de los recursos y los espacios de participación para que se integren a los procesos de decisión y adopten un mínimo de representación no inferior a 30% de líderes jóvene, y 30% de mujeres.
Recomendación 4: Se solicitará que las YMCAs a nivel local, nacional y regional se aseguren que los líderes jóvenes y las mujeres sean involucrados en procesos de entrenamientos de liderazgo comprensivos y relevantes, que les provean de herramientas potentes y efectivas.
4.- Comité Ejecutivo Juvenil y Consejo Juvenil
El Consejo Juvenil ha sido una oportunidad extraordinaria para reunirnos a discutir los asuntos que afectan a todos los jóvenes. A través de las discusiones, surgió un número importante de temas:
> Algunas de nuestras YMCAs alrededor del mundo han estado esforzándose por tener comunicación entre los líderes jóvenes.
> Los líderes jóvenes desean más tiempo para discutir juntos los asuntos globales a fin de generar una opinión común en estos asuntos que afectan a las YMCAs.
> Los líderes jóvenes necesitan asegurarse de que lo aprendido en el Consejo Juvenil será transmitido a los Movimientos Nacionales como material para la preparación del próximo Consejo Mundial en el año 2010.
Se hacen las siguientes recomendaciones:
Recomendación N° 5: Se debe crear un mecanismo para facilitar la comunicación entre los líderes jóvenes a nivel local, nacional e internacional, por ejemplo, a través de iniciativas como YTV y Blogs.
Recomendación N° 6: Se debe crear un mecanismo que permita al Comité Ejecutivo Juvenil comunicarse efectivamente con las YMCAs a nivel local, nacional y regional.
5.- Justicia de Genero
Los lideres jóvenes reconocemos que este es un asunto clave y queremos reafirmar las declaraciones hechas en "Desafío 21" en relación al tema de Justicia de Género.
Recomendación N° 7: Recomendamos que la YMCA a nivel local, nacional, y regional, promueva el diálogo en relación a los temas de Justicia de Género.
Paz y Reconciliación
Recomendación N° 8: En el contexto de la estrategia de fortalecimiento del Movimiento, recomendamos que se debe poner especial énfasis en zonas de conflicto, de modo que la YMCA tome un rol activo de defensa por la paz y la reconciliación.

Whereas the World Council has established the Global Operating Plan (GOP) as a Key Strategic Priority at the 15th World Council meeting in Mexico, and;
Whereas the World Alliance has previously undergone and organisational review process which resulted in the Governance Policy Agreement, that among other strategies established the Global Staff Team, and;
Whereas, while the implementation of the GOP is seen as an effective and proven tool, achieving results in 8 countries to date, an alarming number of YMCAs world wide face critical issues threatening their viability, and;
Whereas, that as the principal tool for organisational development and sustainability, the evolution of the GOP has not kept pace with the growing number of YMCAs at risk.
Therefore, the undersigned YMCAs consider that the issue of movement strengthening and particularly institutional viability, is the key issue facing the world YMCA movement and recognises the Office of the World Alliance of YMCAs' continued focus on movement strengthening as the highest priority.
We hereby resolve that;
· The 16th World Council restates its commitment to the GOP
· The Executive Committee is directed to establish clear and measurable goals associated with supporting GOP implementation for the period ending July 2010.
· Consistent with the movement strengthening strategy as a model for participating YMCAs, the Executive Committee is recommended to create a mechanism for on-going review of World Alliance for implementing the GOP.
