Stronger YMCAs, greater impact

The YMCA is present in over 120 countries, deeply rooted in local communities and united by a shared mission to empower young people. But for YMCAs to deliver their best work, they need to be healthy, well-governed, and resilient organisations themselves.

That is what Movement Strengthening is about, and that is what the Strategic Alignment and Movement Strengthening (SAMS) initiative is building: a well-coordinated, practical, and supportive global system that helps YMCAs grow stronger, so that community impact can grow too.

What is Movement Strengthening?

Movement Strengthening is an intentional and continuous process to develop healthy, resilient organisations that deepen community impact and advance the YMCA Collective Mission.

It focuses on five key areas:
- Enhancing good governance and leadership
- Developing a culture of mutual and continuous learning
- Building financial and operational sustainability
- Activating youth and community voice
- Building a culture of strategic innovation

Movement Strengthening is not a one-off project — it is a continuous journey that every YMCA, regardless of size or experience, is invited to be part of, as both a learner and a contributor.

What is 'SAMS'?

The Strategic Alignment and Movement Strengthening (SAMS) Global Team is an institutional coordination group that brings together Area Alliances, National Movements engaged in international Movement Strengthening work, and the World YMCA. It acts as the coordinating mechanism for Movement Strengthening across the global YMCA.

SAMS was established in 2023 following a needs assessment that revealed a highly diverse — and fragmented — approach to Movement Strengthening across the YMCA, with over nine different definitions, parallel systems, and significant overlaps. The team was commissioned to build a more coordinated and efficient system.

In 2024, the SAMS Global Team adopted a shared global strategy following a Movement-wide consultation. The strategy sets out a clear vision: a coordinated Movement Strengthening system that enables YMCAs worldwide to better empower young people and communities to achieve our collective Mission.

Working together in a spirit of cooperation and mutual partnership, both internationally and in direct support relationships.

Active engagement and local leadership

MS processes are based on the needs of the YMCA requesting support, with their full engagement. Stakeholders are guided to find their own solutions.

Cultural and context sensitivity

There is no “one size fits all” approach. Every YMCA has unique needs and contexts, and MS efforts respect diverse norms and perspectives.

‘Decolonisation’

Guided by local and national context, recognising that we operate within unequal global systems.

Evidence-based

Processes are grounded in evidence and facts rather than assumptions or subjective interpretation.

Mutual and continuous learning

YMCAs learn from each other with a flexible, open mindset, regardless of size or experience.

Transparency and accountability

Processes are clearly communicated and based on shared accountability for results.

The Movement Strengthening process

The YMCA Movement Strengthening Process (V1.0) follows a continuous cycle designed to support National YMCAs in assessing, planning, and improving their organisational health. It covers the full journey from health assessment through to organisational development planning, implementation, evaluation, shared learning, and reflection.
The overall MS process is coordinated at a global level by the SAMS Global Team, formed by the World YMCA, Area Alliances, and National YMCAs providing MS support to other National YMCAs.

Note: This system is being built in phases, and can be adjusted over time based on continuous learning. For 2025 – 2027 the first phases of this cycle are being built, piloted and deployed, in stages.

Key milestones

October 2023

The SAMS Global Team is established, commissioned by the Global Staff Team to assess the state of Movement Strengthening across the YMCA.

January 2024, Chicago (USA)

First in-person meeting of the SAMS Global Team, hosted by YMCA of the USA. The team co-creates the global SAMS strategy.

July – September 2024

Movement-wide consultation on the draft strategy, with input from National YMCAs across all regions.

November 2024

The SAMS Global Strategy is adopted, setting out a shared vision, definition, principles, and strategic priorities for 2024–2030.

January 2025, Kassel (Germany

Second in-person meeting, hosted by YMCA Germany. The team advances key tools and the Action Plan for 2025-2026.

2025

The Health Assessment and Organisational Development Plan templates are piloted with 23 National YMCAs across all regions through the Area Alliances.

January 2026, Stockholm (Sweden)

Third in-person meeting, hosted by YWCA-YMCA Sweden with financial support from YMCA-YWCA Denmark and co-funding from the European Union. The team finalises the HA and ODP and agrees a deployment plan for global rollout, as well as the revised Action Plan for 2026 with several other components.

Q1 2026

Official Movement-wide launch of the Health Assessment and ODP tools.

Strategic priorities 2024 – 2030

The SAMS Global Strategy is built around four strategic priorities:

1. Build a coordination and alignment framework between all stakeholders engaged in Movement Strengthening work in the YMCA.
2. Agree and deploy a common set of core Movement Strengthening tools, including a unified health assessment, organisational development plan template, and shared services portfolio.
3. Ensure efficient resource allocation, management and synergies for Movement Strengthening globally, including the development of a YMCA Movement Strengthening Fund.
4. Support National YMCAs on strategic alignment with YMCA Vision 2030.
